true universality means it applies to everything; but the term is used contextually as in Physics TOEs (theory of everything) are universal to everything in Physics or having to do with material, physical phenomena;
DSRP is a universal [and material] theory that claims application to everything in the Universe; VMCL is a universal theory of organization that claims application to all complex adaptive organizations (CAO)
